Consulting Services – Assistance in Implementation of Projects
(Split Bypass Project and Croatian Roads Rehabilitation II)

Hrvatske ceste d.o.o. (hereinafter referred to as “the Borrower”) has received a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) – towards the cost of the Split Bypass Project and has applied for a loan from the Bank towards the cost of the Croatian Roads Rehabilitation II Project. This international Invitation for Tenders relates to the contract for consultancy services of assistance to Hrvatske ceste d.o.o. in implementation of the two projects.

This contract will include consulting services to Croatian Roads management staff and PIU. The services will consist in assistance in planning, project management and reporting, coordination and monitoring of implementation of the two projects.

This contract is expected to be implemented from 2006 (last quarter) to mid 2010.

The criteria to be used in the tender evaluation are, in decreasing order of importance:
consultant’s specific experience, understanding of the terms of reference and scope of the services; methodology proposed for the services; qualifications and experience of key personnel included to render the services; international, regional and local experience;
proposed work programme.

All firms are invited to participate in the tender.

A complete set of Request for Proposal may be purchased on the submission of an application to the above address, and upon payment of a non-refundable fee of 100 EURO (one hundred EURO) or equivalent (inclusive VAT) to the following bank account:

On request, against a faxed copy of the evidence of the remittance, the Request for Proposals may be sent by courier service if the transport is previously ordered by the tenderer in his country. The Borrower bears no responsibility for the delivery in such a case.

A tender security of  2 % of  tender price fulfilling the conditions indicated in the Request for Proposal must accompany all bids.

All proposals must be delivered in sealed envelopes bearing the words “Proposal for consultancy services in implementation of projects Split Bypass and Road Rehabilitation II” not later than October  2, 2006, 12.00  m. at the following address: Hrvatske ceste d.o.o. Voncinina 3, 10 000 Zagreb, Registry office.
Proposals will be opened immediately in the presence of tenderer’s representatives who choose to attend.
